The CNIC Is Non-Negotiable
Without a valid, active CNIC, BISP registration is impossible. The CNIC serves as your unique identifier across the entire BISP ecosystem — eligibility check, survey linkage, payment disbursement, and biometric verification. If your CNIC is expired, blocked, or doesn't exist yet, address this at NADRA before attempting BISP registration.
Key CNIC requirements for BISP: must be the Smart CNIC (not the old paper-laminated version), must not be expired, must have your current address (or at least the same district), and must have functional biometric data (fingerprints).

Household Member Documentation
While not strictly mandatory for initial registration, bringing CNICs and B-Forms for all household members speeds up the process significantly. The BISP survey covers the entire household — documenting everyone's age, education, and employment status. Having their identity documents on hand avoids a second visit.
For Taleemi Wazaif (education stipend) enrollment, children's B-Forms are essential. Without a B-Form, children can't be registered for the education stipend component. Get B-Forms from NADRA if your children don't have them yet.
What the Survey Team Looks At (Not Documents)
During the household survey, the BISP enumerator physically observes and records:
- House construction material (roof, walls, floor)
- Number of rooms and overall living space
- Toilet type and water source
- Visible assets (vehicles parked outside, appliances visible inside, livestock)
- Household members present and their reported education/employment
- Agricultural land details (self-reported, cross-verified later)
This is why income documents aren't required — the PMT relies on what the surveyor sees and what you report during the interview. The data is then cross-verified against NADRA, vehicle registration, and property databases.
Be present during the survey. If the survey team visits and nobody is home, you miss the survey. There's no guaranteed reschedule. Stay accessible and keep your phone on during the expected survey period. Let the BISP office know if you'll be away.
