How to Apply for New CNIC — Documents Checklist

Quick Answer

Visit your nearest NADRA registration center with your B-Form (mandatory), parent's CNICs, two passport-size photographs, and educational certificate (Matric or equivalent). Processing takes 15-30 days for normal, 7 days for urgent. Fee: approximately Rs. 400 (normal) or Rs. 800 (urgent).

When You Need Your First CNIC

Every Pakistani citizen is eligible for a CNIC at age 18. It's not optional — your CNIC is required for opening a bank account, getting a SIM card, applying for a passport, registering for BISP or any government scheme, appearing in exams, getting a driving license, and even buying property. Without a CNIC, you essentially don't exist in Pakistan's administrative system.

The ideal time to apply is within a few months of turning 18. Many people delay it and then scramble when they need it urgently for a job application, university admission, or passport. Don't wait — the process takes 2-4 weeks, and urgent processing costs double.

The B-Form is the single most important document. If you don't have one, you'll need to get it first from NADRA — that's a separate process requiring your parents' CNICs and a birth certificate or school record. Apply for the B-Form before starting the CNIC process.

Application Process — Step by Step

  1. Locate your nearest NADRA center. NADRA has offices in every district. Some larger cities have multiple centers. Check nadra.gov.pk for locations.
  2. Get a token. Visit the center during working hours (typically 8 AM - 8 PM, Monday-Saturday). Take a token number at the entrance. Wait times vary — 30 minutes to 3 hours depending on the center and day.
  3. Document verification. At the counter, present your B-Form and parents' CNICs. The officer verifies documents against NADRA's database.
  4. Biometric capture. Your fingerprints (all 10 fingers) and photograph are digitally captured. This biometric data becomes your permanent identity in the national database.
  5. Data entry. Personal details — name, parentage, date of birth, address, gender — are entered into the system. Verify every field on the screen before the officer finalizes.
  6. Fee payment. Pay the processing fee at the center's cash counter. Normal: ~Rs. 400. Urgent: ~Rs. 800. Executive (fastest): ~Rs. 2,500.
  7. Receive token slip. You get a receipt with a token/tracking number. Save this — you'll use it to track your application and collect your CNIC.
  8. CNIC delivery. Normal processing: 15-30 days. Urgent: 7 days. Executive: 3 days. Delivered to the NADRA center (collect in person) or via courier (if selected during application).

Already have a CNIC that's expiring? See CNIC renewal online — you can now renew without visiting a center. Need to track an existing application? Check CNIC tracking by token number.

First-Time Applicant Mistakes to Avoid

  • Coming without a B-Form. This is the #1 reason for wasted visits. Without a B-Form, NADRA cannot process your CNIC application. Get the B-Form first — see B-Form application guide.
  • Bringing photocopies instead of originals. NADRA needs to see original documents for verification. Bring originals AND photocopies — originals are returned after verification.
  • Not verifying data on screen. Once the officer enters your details, check every field — name spelling, date of birth, father's name, address. Correcting errors after the CNIC is printed requires a separate modification request (more time, more money).
  • Wrong photograph format. NADRA requires passport-size photos with a blue background. Red or white backgrounds are rejected. Get photos from a professional studio that knows NADRA requirements.
  • Going on a busy day. Monday mornings and the last week of the month are peak times. Mid-week (Tuesday-Thursday) afternoons have shorter queues.

B-Form is essential. If you're under 18 and don't have a B-Form, your parents need to apply at NADRA first. Without it, the CNIC process cannot begin. See how to apply for B-Form online.

New CNIC — First-Time Applicant Questions

You can apply at age 18 — the legal age for CNIC issuance in Pakistan. There's no upper age limit. If you're 18+ and don't have a CNIC, you can apply anytime at a NADRA registration center.

You must get a B-Form first before applying for CNIC. Your parents can apply for it at any NADRA center or online through the Pak Identity portal. See B-Form application guide for the process.

Normal processing: approximately Rs. 400 (15-30 days). Urgent: Rs. 800 (7 days). Executive: Rs. 2,500 (3 days). Fees may vary slightly and are updated periodically by NADRA.

First-time CNIC requires an in-person visit for biometric capture (fingerprints and photo). Renewals can be done online through the Pak Identity portal — see CNIC renewal online. But the first issuance must be in person.

Use the token number from your receipt at NADRA's tracking portal or via the Pak Identity app. The system shows your application's processing stage and estimated delivery date.
